UM09-01: Reconciling Findings on the Employment Impact of Disability Insurance

Abstract

In this project we will examine survey data from multiple waves of the Survey of Income and Program Participation spanning the 1990s linked to administrative records from Social Security Administration to directly evaluate previous work suggesting that the dramatically increased participation in the Social Security Disability Insurance (DI) accounted for the declining employment of persons reporting a work limitation over the same period. Reliably identifying DI beneficiaries, rejected applicants and non-applicants is key to testing whether the two trends are directly linked or merely coincidental.
